Requires consultants for Chinese military companies to register with the Nebraska Accountability and Disclosure Commission before conducting any influencing activity in the state, including disclosing their name, address, business activities, and matters they expect to influence

Imposes civil penalties of $100,000 per violation for lobbyists or consultants who fail to comply with disclosure requirements, with subsequent violations increasing by $100,000 up to a maximum of $1 million per violation

Creates a $50,000 whistleblower payment for any person who provides information to the commission resulting in a finding of violation, contingent upon the commission recovering the civil penalty

Defines "Chinese military company" by reference to Section 1260H of Public Law 116-283 as it existed on April 1, 2025, including subsidiaries and companies owned or controlled by such entities
