Eliminates the Nebraska Potato Development Act, including the Nebraska Potato Development Committee, Nebraska Potato Development Fund, and Division of Potato Development in the Department of Agriculture

Terminates over 20 state boards, committees, and task forces effective July 1, 2026, including the Board of Advanced Practice Registered Nurses, Board of Alcohol and Drug Counseling, Climate Assessment Response Committee, Children's Behavioral Health Task Force, Foster Care Reimbursement Rate Committee, Rural Broadband Task Force, and State Emergency Response Commission

Transfers duties of eliminated bodies to existing agencies: nursing and alcohol counseling boards merge into Board of Nursing and Board of Mental Health Practice; Board of Examiners for County Highway Superintendents duties transfer to Board of Public Roads Classifications and Standards; State Emergency Response Commission duties transfer to Nebraska Emergency Management Agency

Eliminates multiple cash funds including the Women's Health Initiative Fund, Willa Cather National Statuary Hall Cash Fund, Chief Standing Bear National Statuary Hall Cash Fund, and Rural Broadband Task Force Fund

Declares an emergency, taking effect immediately upon passage, with substantive changes becoming operative July 1, 2026
