Renames the Nebraska Commercial Fertilizer and Soil Conditioner Act to the Nebraska Commercial Fertilizer and Beneficial Substances Act, expanding regulatory coverage to include plant biostimulants, soil amendments, and other beneficial substances demonstrated by scientific research to benefit soil or plants

Increases pesticide registration fees from $160 to $200 per product (maximum $250), with $50 of each fee allocated to the Noxious Weed Cash Fund (up from $30)

Terminates the Nebraska Poultry and Egg Resources Act on December 31, 2027, and eliminates statutory provisions for several agricultural organizations including the Nebraska Dairymen's Association, State Horticultural Society, and Nebraska Potato Council

Transfers all funds from the Weed Book Cash Fund to the Noxious Weed Cash Fund by January 1, 2027, and transfers Nebraska Potato Development Fund balances to the Plant Protection and Plant Pest Cash Fund upon termination

Updates fee structures under the Plant Protection and Plant Pest Act effective January 1, 2027, including nursery stock distributor license fees of $140 for the first acre (maximum $180) plus $39 per additional acre (maximum $50)
