Adds golf facility construction to the list of eligible activities for Site and Building Development Fund grants, allowing political subdivisions and nationally/state accredited golf associations to receive funding for golf facilities and related infrastructure within metropolitan class cities (Omaha)

Requires golf facility grant applicants to provide documentation of veterans programming, youth programming, letters of support from national and state golf associations, and mayoral approval from the metropolitan class city where the facility will be located

Caps golf facility grants at 20% of total construction costs and requires applicants to demonstrate proof of funding for at least 8% of total construction costs before approval

Amends Nebraska Revised Statutes sections 81-12,147 and 81-12,148 under the Site and Building Development Act
