Required data includes average salaries by employee group, rank, and institution type; employer-paid benefits (health insurance, retirement contributions); full-time vs. part-time status; and year-over-year compensation changes

Commission must publish aggregated, searchable data on its website and issue an annual report by December 31 each year, excluding individual employee names and personally identifiable information
