Parents, guardians, or their spouses who knowingly allow a child under 14 to possess a handgun or handgun ammunition face strict civil liability for all damages resulting from the child's use or possession of the firearm

Storing or leaving a loaded firearm unsecured (without trigger lock, locked container, or other reasonably secure location) where a minor under 14 could access it becomes a Class I misdemeanor if the minor gains access and exhibits the firearm publicly or causes bodily injury or death

Exceptions apply if the minor obtained the firearm through unlawful entry or if the minor's use was justified under Nebraska's self-defense statutes (sections 28-1406 to 28-1416)

Firearms possessed in violation of the new secure storage offense are subject to confiscation by law enforcement and held as evidence

Amends Nebraska Criminal Code sections 28-101, 28-1201, 28-1204.02, and 28-1351 to incorporate the new provisions
