Department of Health and Human Services must obtain legislative approval before submitting any 1915(c) Medicaid waiver application or amendment that introduces individual cost limits, reduces aggregate service hours, or narrows eligibility criteria

Adds new statutory definition of "nursing facility level of care" as a Medicaid recipient requiring assistance with two or more activities of daily living, regardless of the cost of providing such assistance in a community setting, if the aggregate waiver program cost remains cost-neutral

Amends sections 68-901 and 68-907 of the Nebraska Revised Statutes under the Medical Assistance Act
