Beginning July 1, 2028, the state must provide adequate offstreet parking at no cost to all state employees at all state-owned or leased sites and facilities

The Department of Administrative Services will be responsible for ensuring adequate free parking and may fund it through charges included in the system of charges for state buildings and facilities

The "Capitol Buildings Parking Revolving Fund" is renamed to "Parking Revolving Fund" and will fund parking facilities for state vehicles, state employees, and visitors

Parking charges will shift from state employees to visitors, with the billing system covering construction, operating, maintenance, and repair costs for parking facilities

Amends sections 81-1108.15 and 81-1108.17 of Nebraska Revised Statutes regarding state building and facilities administration
