Creates civil causes of action for individuals depicted in or exposed to child sexual abuse material, obscene content, or content promoting child sexual abuse material to sue violators for actual damages, equitable relief, and attorney's fees

Prohibits intentionally allowing, facilitating, or disseminating prohibited content on publicly available internet websites, with joint and several liability for violators and no contributory negligence defense available

Bans buying, selling, delivering, distributing, or possessing child sexual exploitation devices or images (anatomically correct mannequins, robots, dolls, or images resembling minors intended for sexual acts), with civil penalties up to $10,000 per violation

Grants the Attorney General and county attorneys authority to bring civil actions for injunctive relief and civil penalties against violators

Provides immunity from civil and criminal liability for judges, attorneys, and their agents who view prohibited content in good faith for court proceedings or client representation, and exempts internet utilities that merely provide access without creating or developing the prohibited content
