Increases various hunting permit fees: deer permits up to $50 for residents and $480 for nonresidents; antelope permits up to $50 for residents and $480 for nonresidents; application fees increased from $7 to $9 for deer, antelope, and paddlefish permits

Raises motorboat registration fees for three-year periods: Class 1 boats from $28 to $40; Class 2 boats from $51 to $60; Class 3 boats from $72.50 to $80; Class 4 boats from $120 to $130

Increases license issuance fee cap from $3 to $4 for each permit, license, or stamp issued; raises controlled shooting area license fee from $198 to $258; mountain sheep application fee increased from $34 to $44

Authorizes the Game and Parks Commission to establish and collect fees for fish and wildlife education programs, with proceeds credited to the Game and Parks Commission Educational Fund

Creates new Class I misdemeanor (or Class III felony if value exceeds $10,000 over three years) for possessing, transporting, selling, or trading wildlife taken in violation of Game Law

Removes requirement for legislative committee approval before spending Nebraska Habitat Fund and Nebraska Aquatic Habitat Fund monies; changes lifetime permit fees from fixed dollar amounts to formula based on twenty times annual permit fees
