Authorizes the Game and Parks Commission to establish mountain lion hunting permits for qualifying landowners/leaseholders, with a nonrefundable application fee capped at half the regular permit fee

Increases various hunting and fishing permit fees, including deer permits (up to $50 resident/$480 nonresident), antelope permits (up to $50 resident/$480 nonresident), wild turkey permits (up to $40 resident/$214 nonresident), and license issuance fees (from $3 to $4)

Allows the Commission to collect fees for fish and wildlife educational programs, with proceeds deposited into the Game and Parks Commission Educational Fund

Increases motorboat registration fees for the three-year period: Class 1 boats from $28 to $40, Class 2 from $51 to $60, Class 3 from $72.50 to $80, and Class 4 from $120 to $130

Creates a new Class I misdemeanor for possessing, transporting, selling, purchasing, bartering, trading, importing, or exporting wildlife taken in violation of the Game Law
