Adds a new requirement that all-terrain vehicles (ATVs) must travel on three or more nonhighway tires, in addition to existing criteria of 50 inches or less in width, 1,200 pounds or less dry weight, and designed for operator only or operator plus one passenger

Adds a new requirement that utility-type vehicles (UTVs) must travel on four or more nonhighway tires, in addition to existing criteria of 74 inches or less in width, 180 inches or less in length, and 2,000 pounds or less dry weight

Removes the dry weight requirement from the definitions of both ATVs and UTVs across all three affected statutes (Motor Vehicle Certificate of Title Act, Motor Vehicle Registration Act, and Nebraska Rules of the Road)

Updates consistent definitions across five Nebraska statutes: sections 60-103, 60-135.01, 60-305, 60-358.01, and 60-6,355

Declared an emergency measure, taking effect immediately upon passage and approval by Governor Moser on March 11, 2025
