Amends Nebraska's campaign finance laws to allow political committees to spend campaign funds on security services and systems, including security personnel, hardware, software, electronic equipment, installation, maintenance, monitoring, and physical/structural security improvements

Creates an exception to the existing prohibition on using campaign funds for personal services by specifically permitting security service expenditures

Creates an exception to the existing prohibition on using campaign funds for office supplies and furnishings by specifically permitting security-related expenditures

Declares an emergency, meaning the act takes effect immediately upon passage and approval rather than following the standard effective date
