Limits restrictive housing to a maximum of 15 consecutive days and requires out-of-cell time of at least 10 hours per day (increased from 24 hours per week)

Prohibits placing more than one inmate in a single-occupancy restrictive housing cell unless all inmates voluntarily agree in writing

Bans solitary confinement, defined as 22+ hours per day in a cell that deprives inmates of visual/auditory contact, natural light, reading materials, visitation, or group activities

Prohibits placing vulnerable population members in restrictive housing, including inmates 18 or younger, pregnant inmates, and those with serious mental illness, developmental disabilities, or traumatic brain injuries

Increases the minimum out-of-cell time threshold for general population housing from 6 to 10 hours per day for annual reporting purposes
