Prohibits shackling of juveniles except when the juvenile presents a substantial risk of physical harm to themselves or others, no less restrictive alternative exists, and use is limited to the duration strictly necessary to prevent harm.

Defines shackling as any mechanical restraint including handcuffs, leg irons, waist chains, belly chains, ankle restraints, restraint chairs, or combinations that restrict movement of arms, hands, legs, waist, or torso.

Excludes from the shackling definition brief, temporary handcuff use to address immediate, articulable safety risks when removed as soon as the risk passes.

Requires Department of Health and Human Services transportation policies for youth rehabilitation and treatment centers to prohibit routine mechanical restraints on juveniles, with any exceptions narrowly limited, documented in writing, and subject to review.

Amends the Nebraska Juvenile Code (sections 43-245 to 43-2,129) to incorporate these new shackling restrictions.
