Examines whether penalties for speed camera violations should apply to drivers or vehicle owners, and whether enforcement should be civil or criminal

Reviews implementation requirements including equipment testing, vendor agreements, data privacy protections, camera footage handling, and driver notification signage

Compares other states' use of speed safety camera programs in highway work zones

Requires the committee to report findings and recommendations to the Legislative Council or Legislature upon conclusion of the study
