Proposes an interim study to comprehensively analyze the Nebraska Legislature's standing committee system to identify potential improvements or changes

Examines creation of new standing committees to address contemporary needs, along with possible elimination or consolidation of existing committees

Reviews standing committee subject matter jurisdiction and the legislative bill load distribution among committees

Authorizes the Executive Board to designate a select committee composed of the Rules Committee chairperson and vice chairperson, the Speaker, and one member from each congressional district

Requires the select committee to report findings and recommendations to the Legislative Council or Legislature upon study completion
