Proposes an interim study to examine state-mandated programs and services that counties must fund without corresponding state financial support

Requires identification of statutes imposing the largest unfunded or underfunded obligations on county governments

Examines whether unfunded mandates have led to property tax increases at the county level

Evaluates which mandated programs could be changed, eliminated, or repealed to reduce county financial burdens

Assigns the Government, Military and Veterans Affairs Committee to conduct the study and report findings and recommendations to the Legislative Council or Legislature
