Requires assessment of current funding levels and utilization by Level 3 care providers, as well as identification of potential funding gaps

Mandates evaluation of staffing adequacy, including staff-to-student ratios and training programs for managing severe behavioral challenges

Includes analysis of therapeutic services availability and quality, covering individualized and group counseling, trauma-informed care, and crisis intervention strategies

Requires the committee to examine facility infrastructure, review program development outcomes, and report findings with recommendations to the Legislative Council or Legislature
