Study will review board member composition, qualifications, appointment process, and term lengths to ensure appropriate expertise for parole decisions

Analysis will cover parole hearing criteria and procedures, administrative independence, and staffing capacity to meet growing demand

Examination includes other states' parole board models that have improved outcomes, reduced recidivism, and addressed racial and socioeconomic disparities

Committee may consult with formerly incarcerated individuals, law enforcement, parole officers, victims' advocates, and reform advocates, then report findings and recommendations to the Legislative Council or Legislature
