Directs study of best practices from other states with functioning ways and means committees that integrate tax policy, revenue forecasting, and appropriations oversight

Authorizes the Executive Board of the Legislative Council to consult with legislative staff, policy experts, the Department of Administrative Services, and the Legislative Fiscal Office

Report with findings and recommendations must be submitted to the Legislature or Executive Board by December 15, 2025
