Directs the Appropriations Committee to conduct an interim study on the fiscal impact of unfunded, statutorily mandated tuition and fee waivers on Nebraska's public universities, state colleges, and community colleges

Examines the long-term sustainability of these waivers and whether they support Nebraska's strategic workforce development objectives

Considers legislative solutions including LB 307 (2025) and funding mechanisms to prevent undue financial burden on public higher education institutions

Authorizes creation of a working group with representatives from the University of Nebraska, state colleges, community colleges, the Coordinating Commission for Postsecondary Education, and the Nebraska Statewide Workforce and Education Reporting System

Requires the committee to report findings and recommendations to the Legislative Council or Legislature upon conclusion of the study
