Proposes a new Article 2-c to the New Hampshire Constitution establishing a right for property owners or those with legal permission to sleep, rest, or temporarily occupy real property

Prohibits laws or ordinances from restricting sleeping on property solely on the basis of being present for sleeping purposes, as long as the occupation is otherwise lawful

Requires the amendment to be placed on the November 2026 general election ballot for voter approval

Amendment becomes effective if approved by two-thirds of voters and proclaimed by the governor

Addresses a gap in current law where no explicit constitutional protection exists for sleeping on one's own or legally occupied property
