Amends Article 11 of the New Hampshire Constitution to change voter eligibility from "inhabitant" to "United States citizen" who is a legal resident of the state

Adds a requirement that voters must "actually reside" in the place they claim as their domicile to be considered a qualified voter

Retains existing provisions barring voting rights for those convicted of treason, bribery, or election law violations, with Supreme Court authority to restore voting privileges

Would be submitted to voters at the November 2026 general election and requires approval by two-thirds of those voting on the amendment to take effect

Maintains current protections for absentee voting, accessible polling places for disabled and elderly persons, and prohibition on denying voting rights due to nonpayment of taxes
