Proposes amending Article 73-a of the New Hampshire Constitution to remove the provision that rules made by the Supreme Court "shall have the force and effect of law"

The Supreme Court would retain authority to make rules governing court administration, practice, and procedure, but those rules would no longer carry legal force

The constitutional amendment would be submitted to voters at the November 2026 general election

Requires approval by two-thirds of voters casting ballots on the amendment to take effect

The chief justice would remain the administrative head of all courts and could still make rules with concurrence of a majority of Supreme Court justices
