Proposes amending the New Hampshire constitution to require all ballots be hand counted and serial-numbered, with voters receiving a perforated receipt tab matching their ballot's serial number

Mandates a 60-month (5-year) ballot retention period in continuously surveilled, secured storage facilities, with registered voters allowed to view and photograph ballots by appointment

Limits polling locations to a maximum of 5,000 voters each and requires poll workers be randomly selected from the current voter checklist

Requires the Secretary of State to provide all serial-numbered ballots (municipalities prohibited from printing their own) and to track all ballots pre- and post-election with public annual reporting

Establishes mandatory post-election citizen audits of at least two randomly selected municipalities per county, and references compliance with Presidential Executive Order 14248 (March 25, 2025) on election integrity
