Amends RSA 36-A:5 to require local governing body approval for town or city appropriations to conservation commissions, as specified under RSA 36-A:4 and RSA 36-A:4-a

Requires town treasurers to obtain local governing body approval before disbursing conservation funds for purposes that fall under the new approval requirements

Maintains existing requirements for conservation commissions to hold public hearings before purchasing real property interests or contributing to qualified organizations

Takes effect 60 days after passage
