Establishes the "Better Education on Life-Saving Action Committee" to study ways to raise public awareness of New Hampshire's Good Samaritan law (RSA 318-B:28-b), which provides immunity from liability when someone seeks medical assistance for a drug overdose victim

Committee consists of 4 members: 3 House representatives appointed by the Speaker and 1 Senator appointed by the Senate President, with members receiving mileage reimbursement at the legislative rate

Committee duties include identifying effective advertising methods to reach high-risk populations, reviewing past outreach efforts, determining reasons for underutilization of the immunity protections, and assessing whether state funding should be allocated

Committee must solicit input from criminal justice professionals, harm reduction advocates, social service providers, and addiction/public health experts

First meeting required within 45 days of the act's effective date, with final report due to legislative leadership and the governor by November 1, 2026
