Establishes a 4-member legislative study committee (3 House members, 1 Senator) to examine protections against property fraud and title theft through quitclaim deeds

Committee will review how quitclaim deeds are defined and used in New Hampshire, as well as how they are exploited for fraud in New Hampshire and other states

Committee will examine legal and procedural changes implemented in other states to prevent quitclaim deed fraud and evaluate options for New Hampshire

Input will be solicited from property law experts, registers of deeds, notaries, county attorneys, the attorney general's office, real estate professionals, law enforcement, and fraud victims

Committee must hold its first meeting within 45 days of the act's passage and submit findings with legislative recommendations by November 1, 2026
