Adds a new category of capital murder for knowingly killing the New Hampshire governor, governor-elect, executive council members, state senators, state representatives, or candidates for these offices after primary nomination, when the killing is motivated by knowledge of the victim's official capacity

Removes the New Hampshire governor from the existing first-degree murder statute (RSA 630:1-a) that covers killings of governors of other states, essentially elevating the killing of NH's governor to the more serious capital murder classification

Capital murder in New Hampshire carries a mandatory sentence of life imprisonment without parole

Effective date is January 1, 2027
