Requires firearms to be securely stored when not in use to prevent access by unsupervised minors and unauthorized users, with approved storage methods including locked gun safes, trigger locks, cable locks, or personalized firearms with activated safety features

Mandates that all commercial and private firearm sales must include or be accompanied by a locking safety device, with exemptions for antique firearms and personalized firearms

Creates the offense of "unlawful storage of a firearm" for failing to securely store firearms on premises where a juvenile can gain access, punishable by a fine of up to $1,000

Expands negligent storage violations to include situations where a child uses a firearm in a suicide attempt, exhibits it to others, or brings it onto property where other children are present

Upgrades penalties for negligent storage from a violation to a class B misdemeanor, or a class A misdemeanor if a child discharges the weapon causing injury or death; effective date January 1, 2027
