Establishes a 9-member commission to study how extreme weather events affect reinsurance markets and subsequently impact property insurance costs and availability in New Hampshire

Commission membership includes 4 House members, 2 Senate members, the Insurance Commissioner (or designee), and 2 insurance industry representatives (one from large carriers, one from small local carriers)

Study topics include: effects of past global extreme weather on reinsurance rates, how future weather events factor into rate-setting, transparency of reinsurance costs to NH insurers, and economic impacts if reinsurers become insolvent or exit the market

Commission must hold its first meeting within 45 days of the act's effective date and submit findings and legislative recommendations by November 1, 2026

The commission automatically dissolves on November 1, 2026, when the statutory provision creating it is repealed
