Allows emergency repairs without prior consent when access is completely obstructed, with costs allocated afterward; routine maintenance like snow removal may be done voluntarily without prior consent

Prohibits obstructions, encroachments, or signage within road boundaries without unanimous owner consent, and bars acquisition of rights through adverse or prescriptive use after the act's effective date

Provides dispute resolution through mediation or superior court petition, with prevailing parties eligible to recover attorney's fees; effective date January 1, 2027
