Increases liability limits for governmental units from $325,000 to $475,000 per claimant and from $1,000,000 to $1,425,000 per single incident for bodily injury, personal injury, death, or property damage caused by negligence

Expands governmental liability to include damages when officials or employees fail to follow the appropriate standard of care while acting within the scope of their authority

Requires political subdivisions (cities, towns, counties, school districts, etc.) to indemnify employees and officials for legal costs and damages arising from negligent acts performed within the scope of employment, unless the conduct was wanton or reckless

Maintains existing exemptions for discretionary executive or planning functions and for actions taken with due care in executing statutes, regulations, or ordinances

Takes effect January 1, 2027, with fiscal impact estimated as an indeterminable increase in expenditures for state and local governments due to higher insurance premiums and potential claim payouts
