Mandates a 3/5 supermajority vote to approve leases over $100,000 (or 2/3 majority if specified in municipal charter), with polls remaining open for at least one hour after discussion

Classifies certain lease agreements as municipal debt subject to borrowing limits under RSA 33:4-a, with annual payments required to extinguish the loan by maturity

Restricts equipment leases under RSA 33:7-e from including building or facility improvements that become fixtures, which must instead follow the stricter general lease agreement procedures
