Creates two new special license plate categories in New Hampshire: "Gold Star Father" for fathers/stepfathers and "Gold Star Family" for immediate family members of service members killed while on duty in the U.S. armed forces, expanding beyond the existing Gold Star Mother plate

Eligibility requires submission of DD Form 1300 (casualty report), proof of relationship to the deceased service member, and certification from the VA or other recognized authority

No additional plate fees beyond regular registration fees; applicants may request specific character combinations subject to availability and content restrictions

All three gold star plate types (Mother, Father, Family) will share the same base design, distinguished only by the specific wording

Estimated state expenditure of $28,000 to $55,000 in FY 2027 for system changes ($25,000) and plate manufacturing ($3,000-$30,000), funded through Highway Fund Cost of Collections
