Increases the state veterans council membership from 4 to 5 members, with 4 required to be veterans (up from 3) and one family member of a veteran or active service member

Adjusts initial appointment terms so that 2 members serve 2-year terms instead of 1 member, maintaining staggered 3-year terms thereafter

Expands council responsibilities to include administering the New Hampshire First for Veterans program and making recommendations on veterans initiatives

Removes the council's role in reviewing activities of the division of veterans services, reflecting consolidation under the department of military affairs and veteran services

Takes effect July 1, 2026
