Defines "judge" broadly to include full-time and part-time judges of supreme, superior, and circuit courts, retired judges recalled to service, full-time marital masters, and referees or special masters performing judicial functions

Requires courts to send notice of small claims filings to defendants within 10 days of the claim being filed, rather than having no specified timeframe

Takes effect 60 days after passage
