Authorizes local planning boards to require water supply studies for subdivisions of 4 or more units to ensure adequate water availability

Allows subdivision regulations to ensure adequate water quantity for existing, proposed, and reasonably anticipated future land uses, as well as protection of water-dependent natural resources

Permits municipalities to establish minimum on-lot private well testing requirements to verify adequate water supply for new subdivisions

Exempts community water systems and large groundwater withdrawals already regulated under RSA 485 and RSA 485-C from these new provisions

Allows planning boards to require subdivision applicants to pay for abutter notification and reasonable administrative or investigative costs for complex applications
