Requires a 14-day environmental review prior to any cloud seeding activities to assess potential risks to the environment, public health, and wildlife

Mandates the Department of Environmental Services provide public notice at least one month before proposed cloud seeding activities in at least 4 newspapers and on the department's website

Requires public disclosure of all chemical compounds and technologies to be used, including effects on human health, wildlife impacts, and funding sources

Takes effect 60 days after passage
