Prohibits public schools and public charter schools from displaying any flags inside or outside school buildings except the U.S. flag, New Hampshire state flag, and POW/MIA flag

Exempts flags used for instruction in foreign languages, world geography, and U.S. history classes, as well as U.S. military branch flags and official New Hampshire city or town flags

Establishes a complaint process requiring superintendents to determine validity within 5 days and order immediate removal of prohibited flags if violation is confirmed

Creates escalating penalties: warning for first violation, disciplinary action determined by superintendent and school board for second violation, and state board of education involvement for third and subsequent violations

Authorizes the state board of education to issue monetary penalties up to $1,000 per violation for third and subsequent offenses, effective September 1, 2026
