Establishes the order in which approved warrant article appropriations accumulate when determining whether a warrant article triggers an override vote of a local tax cap or budget cap

For traditional town meetings, appropriations accumulate in the order warrant articles are taken up at the annual meeting

For towns using official ballot (SB2) or charter forms of government, appropriations accumulate first in the order approved at any annual meeting, then in the order they appear on the official ballot

Requires moderators to conduct "yes-no" ballot votes for any warrant article that requires a ballot vote by statute

Adds 3/5 majority votes to the list of exceptions to simple majority approval for warrant articles under the official ballot referendum process

Takes effect 60 days after passage
