Expands eligibility for special permits to hunt from a motor vehicle beyond those with paraplegia or loss of both lower extremities to include individuals with any physical disability that the Fish and Game executive director determines warrants such a permit

Maintains existing requirements that permit holders must have a current hunting license, obtain a special permit from the executive director, and pay a one-time $10 administrative fee

Prohibits carrying loaded firearms while the vehicle is in motion, requiring cartridges to be removed from the chamber, magazine, or clip

Applies to motor vehicles including off-highway recreational vehicles, all-terrain vehicles, and snowmobiles, but excludes motorboats and aircraft

Takes effect 60 days after passage
