Prohibits motor vehicle manufacturers, dealers, and their agents from charging subscription fees for vehicle features that are already installed at the time of purchase or lease

The prohibition applies specifically to features using components, software, or hardware already present in the vehicle that would function without ongoing costs to the dealer, manufacturer, or third-party provider

Exempts services requiring ongoing connectivity or third-party support, including navigation updates, live traffic data, streaming services, satellite radio, in-vehicle Wi-Fi, roadside assistance, and cellular/wireless-dependent features

Exempts software updates from the prohibition, provided that safety-related defect fixes required by federal or state law remain free of charge

Takes effect 60 days after passage
