Increases dog license fees from $4.50 to $4.75 for dogs under 7 months old or spayed/neutered dogs 7 months and older, and from $7.00 to $7.25 for unneutered male or unspayed female dogs 7 months and older

Establishes a 4-member legislative study committee (3 House members appointed by the Speaker, 1 Senator appointed by the Senate President) to review New Hampshire laws in RSA 466 relative to dogs and cats

Study committee will assess whether current statutes are consistent with regulatory needs and practices, and whether statutory organization is clear and readily available

Committee must hold its first meeting within 45 days of the act's effective date and submit findings and recommendations by November 1, 2026

Estimated to generate less than $10,000 in additional revenue per municipality, with no impact on county or state finances
