Removes the requirement that legislative members of the Home Education Advisory Council come specifically from education committees, allowing the speaker and senate president to appoint any members of their chambers.

Limits home educator association representation to one member per association (6 total), and changes members nominated by the School Administrators Association, School Boards Association, School Principals Association, and nonpublic school advisory council to nonvoting status.

Adds the commissioner of the department of education (or designee) as a nonvoting member of the council.

Establishes specific council duties in statute, including quarterly meetings, compliance with RSA 91-A (right-to-know law), maintaining communications between home educators and schools/agencies, recommending rule changes, and establishing a grievance committee.

Requires an annual report to the state board of education by June 30 summarizing council activities and legislative/rulemaking concerns, to be distributed to legislative leadership and education committees.
