Requires pet vendor licensure when multiple people, firms, corporations, or other entities use the same physical facility to transfer animals and their combined numbers exceed 30 dogs, 30 cats, 30 ferrets, or 50 birds/other household pets

At least one of the entities using a shared facility that exceeds these animal transfer thresholds must hold a valid pet vendor license

Takes effect 45 days after passage

Fiscal impact determined to be less than $10,000 annually for fiscal years 2026-2029
