Secretary of State must implement a uniform election records management system capable of capturing all paper and electronic election records with accurate and complete recording of information

System must include uniform naming/indexing, chain of custody tracking for auditing and accountability, and identifiable retention schedules for records

Authorized personnel and New Hampshire citizens must have efficient search and retrieval access to records as legally permissible

All documents must identify creation date, time, purpose, authorization, and version history for updated documents, along with associated training requirements and effective dates

Estimated one-time implementation cost of $200,000 to $500,000 in FY 2027 from the General Fund to modify existing internal records system for public access; effective 60 days after passage
