Limits NTOs to a maximum of 90 days, with emergency orders valid for only 24 hours without formal approval process

Mandates written NTOs include date of issuance, specific property covered, reason for the order, duration, and information about hearing and appeal rights

Allows governing bodies to extend NTOs up to one year for repeat violations within 2 years, and requires pursuit of a court restraining order for prohibitions beyond 90 days

Automatically rescinds any existing NTOs that have been in effect for more than 90 days when the law takes effect, 60 days after passage
