Establishes a 7-member Solid Waste Site Evaluation Committee to review and issue certificates for major solid waste disposal facilities with proposed waste acceptance rates greater than 100,000 tons per year

Requires applicants to demonstrate net public benefit outweighing adverse impacts on health, aesthetics, property values, tourism, wildlife, traffic, noise, odor, and economic factors before receiving a certificate

Creates application fees starting at $20,000 base charge plus $1,000 per additional 10,000 tons/year throughput, deposited into a new non-lapsing Solid Waste Evaluation Committee Fund

Suspends Department of Environmental Services from issuing permits for new major solid waste disposal facility capacity until committee rules are adopted or July 1, 2027, whichever is later

Expresses legislative preference for new landfill capacity to be developed through expansions of existing permitted landfills or on brownfield sites rather than greenfield sites
