Requires school districts to email parents copies of non-academic surveys at least 10 days before distribution to students, in addition to making them available at schools and on websites

Removes the existing exception that allowed the Youth Risk Behavior Survey (CDC) to be administered without prior written parental consent

Mandates written parental consent (opt-in) for all non-academic surveys, including the Youth Risk Behavior Survey, unless the student is an adult or emancipated minor

Defines non-academic surveys as those seeking information about social behavior, family life, religion, politics, sexual orientation, sexual activity, drug use, or other non-academic topics

Takes effect July 1, 2026
